55MW power plant: 240 T/hr or 75 T/hr steam?

I have a customer from India, wants to buy boilers for a 2 x 55MW electric plant. His calculations say they need 240 T/hr boilers, wear-as the Chinese boiler manufacturer swears 75 T/hr is fine.
What gives? They both agree the price is about right, and the physical size, but somehow the tons of steam per hour is not the same.
Anybody know what I'm missing here?
