I prefer working in I=P units

Conditions are roughly 1,333 PSIG @ 980 F

Heat Rate works out (I believe) to about 10,713 BTU/kWh (reasonable ballpark 8,500-11,000, lower is better)

911 BTU available per lb steam (I don't like this at all - seems quite high?)

2240 lb = 1 Imp ton

(55 * 1,000 * 10,713) / (911 * 2240) = 289 T/hr

Minimum Theroetical is 55 * 1000 * 3413 / 911 / 2240 = 92 T/hr

Even a really good heat rate (8,500) would put you at 229 T/hr.

I think you need for these guys need to get their heads together.
