Steam measure

We have a meter that totalizes the 250 psi in lbs/hr. The steam is then reduced to 125 for the plant. Considering that the heat content is different and the volume is also, I'm curious if this effects how it's measured.

Does this effect the total amount of steam used?

Is 1 lb of 250 psi steam equal to 1 lb of 125 psi steam?

Since a pound of feathers and a pound of lead are the same, but that is at atmospheric pressure. Would a pound of either, at half atmospheric pressure, contain more?

Thank you in advance for any light you can shed.
