The guy may be not so foolish. In fact, the presence of high hydrazine, in boiler parts operating with steam water temperatures between 130 to 230°C, will promote FAC flow accelerated corrosion in case of all volatile treatment. This is more pronounced in LP evaporator for HRSG working at around 5 bar. But you can also find in first rows of economizers HP/IP, although not so often. This is a kind of Y2K bug for this industry, but this is real.
