If what you say is true,....you are recovering flash steam and the heat wasted/rejected from the continuous blowdown....you are "thermally" taking the most resposible actions...conserving the most from the cycle and saving fuel.
If you say that the "quality" of the continuous blowdown is too high....why not simply reduce the amount of blowdown ? Most boilers have a range within which they operate....Are you in conflict with some guideline or individual if you reduce the amount of continuous blowdown ????
