I think this guy has much bigger problems than management if he was to walk into his boiler room and saw his drum level out of the sight glass and the burner was still on and his low water cutoff device didn't shut his boiler burner down and all he was doing was waitng to cool the boiler down then refilling it and starting back up. My only suggestion would be to call his boiler manufacturer or a local service company that will pinpoint his problems and get it fixed. If this has happend to me more than once on the same boiler you can bet some necktie geek would but running the boiler instead of me. I talk to customer all day long about boiler problems and it can be very frustrating just to get accurate info from them. When they call me at 3 o'clock in the morning and don't know how to properly explain the problem, it feels like pulling teeth sometime and I hope I didn't offend anyone with my smart ass comments:)
