There are a number of parameters that must be clarified in order to answer the question:
1. How do the operating hours differ from the 16 hours in the day in question?
2. Is the fuel volume flow rate a specification of the burner(s) or (less likely) the maximum expected throught the boiler.
Because - if the operating hours are 16, at full burn, then the fuel volume rate per hour x 16 is a possible answer. - other parameters alter the result.
