I don't know if there is economic justification, however, there is environmental justification depending on where your from. There may be higher maintenance costs associated with buring high sulfur #6 oil and there is the cost of steam to heat the oil to proper temperature, however, I think the cost difference between the fuels out weighs this. Most facilities today can't get permitted to burn #6 and I think if they could they would.
