We switched to no.2 from no.6 oil at our plant several years ago due to environmental and regulatory considerations - we offloaded bunker C from barges at a dock at the ocean; we have since offloaded no.2 from tanker trucks to our storage tanks which are located away from the water and have spill containment.

The cost difference did not impact us as much - we only used oil as an auxiliary fuel in our black liquor recovery boiler.

You may however have to change your burner tips and mixing plates, and look at your atomizing steam/oil differential control.

I believe the real payback for us was the removal of a liability.
