Waterside furnace corrosion

I have some problems of waterside corrosion in the furnace of a firetube boiler, looks like pitting, is close to the burner.
Oxygen is fine, chlorides around 700 ppm I found that was made with SA 516 plate, and the ASME boilers code said that is for moderate and low temperature service vessels. Could be this the problem ? Is SA 515 more often used to furnaces?
