What Mike has said is absolutely correct.
You are steam blanketing your off line boiler.
Unless you run the boiler periodically, you will have too blow it down.
Firing it occasinally is a good practice, just to verify that it functions correctly,whereas blowing it down to lower the water level is just dumping money down the drain.
Another thing which should be considered is the ASME requirements for non-return valves for more than 1 boiler on a common header.
A simple way to stop this problem you are having, is to shut the boiler steam stop.
