The temperature of the saturated steam at 25 psig is 267 degrees Fahrenheit, so the steam is a little over 25 psig in the pipe or the thermometer you used is off a bit. If you lower the pressure, the temperature will be lower; but can your steam process work at a lower pressure? You might consider insulating the lines.
