Minimum Gas Pressure at the Burner

I have a 200 HP Cleaver Brooks boiler,Natural Gas.
I need to figure out minimum gas pressure at the burner.
Currently I have Max 5.2 in.wc and Min. 0.2 in.wc.
at High and Low fire respectively. And boiler still
cycling on low fire, when load demand is minimum.
Is there any way to downsize boiler HP ?
