First, check that the thermostat anticipator is not below 0.2 setting. Set too low, the anticipator heats the bimetal too fast and disconnects the burner to cool down and restart fast.
Also check the flame sensor, it can cause fast shutoff cycles.
When a boiler has too big a burner, and not enough air venting from the main and radiator vents, it can produce steam fast, shutting off the burner due to building up pressure.
