The variation is attributable to the proximity of the tap to the heater:
++ That's what's going on. Part of that is the water inside the coil is much hotter than the water in the tank while sending hot boiler water through the coil. The hotter water continues to transfer to settle up at the top. Some call that 'stacking' of hot water at the top after the thermostat shuts off. Depends on the way the tank is made.
