That's a huge task to take on if you don't know the NEC Code, OSHA requirements for electrical panel clearances, guard rails, ladders, etc. You at least need to know the footprint dimensions of your biolers, feedwater pumps, deaerating feedwater heater (if its steam) condensate return receiver (if its steam), expansion tank (if its hot water), motor control panels, chemical feed systems,etc. Plus you have to know the volume of combustion air required by the boilers and make provisions to bring in that required volume of outside air.
I would suggest the following steps:
1. Know the physical dimensions of all the equipment you will be purchasing.
2. Hire a reputable Architect/Engineering firm that has experience with boiler room applications and let them engineer the structure.
