I have since found out that this could be normal if you want heat to be available instantly but in the case of a Church which is only occupied a couple of days a week this is abnormal. We had it fixed to only work when a thermostat was calling for heat by adding a relay on each zone valve. This will take a little longer to get heat, only about 10 minutes actually and should save fuel in the long run.
