What are the water flow and gas flow rates you recorded ? Also do you have an idea of you stack temperature at high fire ? Boiler HP rating is a gross output based on the supply of 212 deg F feedwater so if your feedwater system is consuming a lot of steam to preheat a lot of cold make-up you will reduce the net steam delivered to process. Sounds like you have already considered this though.
