I do not believe there is any formal amount. 10% is based on what manufacturers believe you can get away with, without a large decrease in performance. I have seen up to 20% plugged in the past but not a superheater. As you increase firing the boiler the velocity and pressure drop through the tubes will increase. I do not believe you run the risk of tube failures but the high pressure drop could limit the boiler load if you are running near the drum safety settings.

: Is there any regulation on amount of tubes in a superheater that can be plugged? I have gone by a 10% but was wondering if there is a formal amount or a regulation regarding this.
