: A few possibilities. If this boiler shares a common header with other steam boilers condensation in the connecting piing will tend to flood the idle boiler(s).

: A defective automatic feeder could also result in flooding.

: If this boiler is equiped with an internal tankless or feeds a steam to water heat exchanger a leak in either will result in a flooded steam boiler.

Check out the non return on the boiler. Close the valve and then open it back up. Sometimes a crust or deposit may form on the valve seat, and by closing the valve the deposit is loosened up so the non return can then seat.
