I think you are refering to a "black seal high pressure in charge" boiler certificate, for this you need to work as a helper or apprentise for 3 months on a high press. boiler ( 15 psi or higher) then you must sit for the state test and pass it. There are schools that give a boiler course for whatever seal you are going for, this is a big help, but you still need to work for 3 months on said boiler. You can call the state and and they will send you info and an appplication for the test. The no. for NJ is 1-609-292-2345. Good luck Bill
