this testing requirement is written into the boiler safety law in Mass and the test must be signed off on as completed by a licensed operator. So seems to be at the discretion of the local authorities. In Mass the state Dept of Public Safety is the only real authority to prevent undermanning of boiler plants. Industry groups have continually tried to weaken the laws here.
