There are exceptions. I worked in a big central station where the gauge glasses were only in service during start-ups. There had to be at least two totally separate level sensors in the drum for this to be permitted. The boiler pressures (2,600 PSIG operating pressure) just didn't allow gauge glasses to survive very long. Gauge glass failures at these pressures are - well, spectacular.
