Assuming no coolers the blowdown temperature will be pretty close to the saturation temperature. I'm assuming your boiler is superheated so if superheat oulte pressure is 650 psig I'm assuming boiler pressure would be at least 700 psig so the sat temp of that pressure is the temp of your blowdown.
