The diameter has nothing to do with the actual horsepower of the turbine. It is used to determine what class enginner has to be IN CHARGE. If the external pipe size is 1.75 up to 3.5 inches a third class engineer can be in charge, if greater than 3.5 and not over 5 inches a second engineer can be in charge and if over 5 inches a first class engineer must be in charge.
