Why don't you just email the manufacturer to try to get the efficiency for the model of boiler you have. Try this www.fulton.com. Also what do you mean by max btu content in period? Please tell me exactly what kind of meters you have. Fuel flow meter?? Or is this a reading that the dispaly is giving based on load??? I'm sure the manufacturer could give you the specs on it.
