Cleaver Brooks CB-LE High Water

My facility has two 15# Cleaver Brooks CB-LE steam boilers. I am having trouble with the lag boiler going into high water alarm. The boiler is in standby and has not started recently.This appears to happen slowly over the course of one day. The Level-Master controller float was checked and seems to operate freely. I don't suspect the LM controller is calling for water while the boiler is off.
Is the trap on the side of the boiler above the water line there to prevent high water level due to the lag boiler condensing steam while the lead boiler is running?
Appreciate any ideas what the problem is.
