The best word is SLOWLY. Other than that, you did not give enough information on the PRV station, like inlet/outlet pressures, regulators or control valves, one cut or two??
Basically, you want to open valves very slowly and let all water/condensate out of the system through the traps, and even double check that you are getting live steam at the trap point through a strainer blowdown or valve. It is warming up the pipe and avoiding water hammer that is most important. Then, when all is hot you can set the pressures....
