yes, it should be cutting out at 2.5 psi and cutting back in at 0.5 psi. 4.5 psi is way too much for a residential system, even 2.5 is way more pressure than you need - set the differential to the smallest value. What is the range of the pressure gauge? Is it a 0-5 psi, or a 0-30 psi? The latter can be way off at the low end - you might actually be running between 0.5 and 2.5. I have a 0-3 psi gauge mounted next to the pressuretrol.

BTW, if the pressuretrol was set to cut out at 2.5 to overcome cold radiators then your problem is probably lack of adequate venting, not lack of pressure.
