The 10% is simply a guideline and is not a requirement. OEMs usually use 10% as you typically will see very little efficiency decrease with only 10% of the tubes plugged. However if the plugged tubes are within close proximity to each other there may be performance issues. Best bet is to contact the boiler OEM and get their advise.

: I have worked on boilers for a long time and have allways been told to pug up to 10%, then retube. I have looked but can not find this in print. I could not even find the words "plugged tube" in the 2007 NBIC. I must settle a score. I would love any guidance.
