boiler operator's license program - NJ

I am about half-way through the Boiler Operator's License Program (Black Seal Operator). The form to take the test requires a "management endorsement" that I am already working in the field. How can I get that without taking the test (that requires that)?
Any ideas? I feel like I'm in a catch-22. The license is for New Jersey.
