For "Heating Boilers", per ASME Boiler & Pressure Vessel Code, Section IV, paragraph HG-634 requires manually operated remote shutdown switch or circuit breaker, and where there is more than one exit ther "should" be a switch at each exit.

Oil Burners (all), per NFPA 31 - Installation of Oil Burning Equipment - 4-3.1 "switch in the burner supply circuit, placed near the enterance to the room where the appliance is located."

This is also covered in several individual States' boiler ordinances ("Codes"), and machinery & boiler insurance policy riders. Besides, it's simply common sense. If you don't put 'em in, it's like Ricky Ricardo used to say "You got a lotta 'splainin' to do Lucy".
