My husband needs to acquire a black seal license or certificate(?) but we're having trouble finding classes/schools. We live in New Jersey and the state's labour & education departments only list classes available to people on public assistance so he can't take them. Does anyone know of black seal courses in New Jersey avaible to the general public?
