The steam is expanded at lower pressure and will create a higher exiting velocity causing the carry over. Sudden loads can cause the system pressure to drop and the boiler is full of water at the higher saturation temperature. This will cause the boiler to throw out more steam than its disign would provide and water make up system would not be able to match the steam exit rate.
