Dear Derek:
This kind of scale, with this color, low density and insoluble in HCl, may be caused by organic matter in water, such as oil, grease or another contaminant that has deposited over the heating surface. You can estimate the amount of organics in the deposit by heating it at 550ºC and measuring the loss of mass.
I advise you to check a possible contamination in feed water, condensate line, etc.
