You don't necessiarly have a turbine operating at "reduced" pressure....just less pressure at the throttle block. The turbine speed is governed to remain constant. It will throttle as required to do that. If at some point when at or near max load, the turbine throttle valves are wide open and speed starts to drop off, then yeah, you have a problem.
