The sudden pressure spikes can cause the drum level to shrink but the sudden increase in demand would cause a swell making a low level trip unlikely. How large are the pressure spikes and the steam swings? If these are within reason than it is most likely a tuning issue. I have seen people try to blame drum size on B&W and CE boilers before but I've never seen them be correct.
