Look at the modulating valve, if it's hunting you can have very fast changes from totaly open to totaly closed and that can produce water hammer.
If the modulating control works against the valve, check if the relief by-pass valve or orifice plate are working ok (not clogged).
Some systems have very poerfull pumps able to deliver a very high pressure and flow rate and if the by-pass is obstructed it can produce hammering. Regards
