: From what you writed, I presume that the steam line became flooded with water during a shut down, i.e. all the valves closed.
: If this is the case, you should check in your plant where are you injecting steam directly into water, starting by the deareator or elevated condensate tank. Some deareators or tanks have the steam heating connection below water level and have a check valve to "protect" from reverse flow. If this valve fails you can get all the deareator water into your steam line though usually the steam header.
: If the connection is above water level check if you have installed vacuum breakers, as when you shutdown steam it condenses and forms vacuum that can suck the water by siphonage, producing the same effect as above.
: If you add also an automatic air vent and vaccum breaker to your boiler shell, toghether with a loaded disc check valve you can solve problems of boiler flooding.
