With a straight building heating boiler (either steam or hot water), the make-up water requirements - and therefore the need for softened water - should be pretty close to zero. If you're adding make-up water to the extent that you need to consider a softener, then you've got leaks or a safety or relief valve keeps lifting. With a tight system, you shouldn't need a softener.
