Most likely a lo pressure setup will not be able to run steady unless this is a true modulator with ample burner turndown capacity.

Larger setups have the ability to run continuous, having the ability to change load demand request with full range modulating.
All this depends on proper engineering and setup.

I've heard both arguments on steady running or not. It is advisable to run steady if at all possible, this puts less stresses on the boiler as a whole.
We would run our hi pressure's 24/7, only issue was when the load decreased below it's maximum turndown during the summer months, then cycling was inevitable.
