Something else to look at.
Are you sure your feedwater temp is satisfactory? to cool of a temp can cause steam collapse during feeding.
Also, do you have too high a pressure drop in feed line as soon as pump activates causing the boiler level to drop quickly? This could be due to piping issues or back checking issues
