Actually I forgot to mention, it is a two pipe system. Can one use thermostatic valves on the radiators? If not what alternatives are there.

: Do you have a one-pipe or two-pipe steam system? With your problem it sounds like a one-pipe, and in this case you would put these thermostatic valves on the air vent and not on the steam inlet to the radiator.
: For only 42 it will not break the bank, these are not too expensive. We supply Macon & Istec but many companies make them, all right around the same price.
