There are no Fedral standards that I'm aware of.
Although ASME has published ASME QFO-1-1998. This is strictly a quide line in my understanding and it is up to the idividual states and local authorities to set forth certification qualification standards. In CT. it is not requried and I spoke with the state inspector on this very issue and although they tried to pass a bill requiring cerification it fell short and he stated it will most likely not come up again.
