Here is a good one:
Install an automatic continuous boiler blowdown system. This has the potential not only to control the TDS in the boiler better to prevent scaling and carryover, but it can save money and energy by making sure the boiler is not being blown down too much. You can also install heat exchange equipment on the blowdown to preheat the feedwater.
The rest of the list looks good, if a bit pricy for a school.
