Waste Hydrogen fuels in Natural Gas Fired Package Boilers

We burn about 75% waste hydrogen as fuel in a 100 pph packaged boiler with Coen burners designerd for for
hydrogen. Coen set up the burners for 5% oxygen in the exhaust. This seems too high for optimum
efficiency. Can some one direct us to where to look for running such a boiler efficiently?
