The answer to your question may vary depending on the type of boiler. A good rule of thumb for Scotch type boilers would be if the boiler cycles on/off more than 7 times an hour you want to keep it running on low fire. Keep in mind every time the boiler goes through a purge cycle you are losing a lot of heat up the stack.
