: These are New Jersey (and New York) licenses referring to how large a plant a stationary engineer can run. A Black Seal can watch a boiler, a Black Seal-in-Charge can supervise a small plant, a Blue Seal can run less than a 500 horsepower plant. Higher ratings - Red and Gold are required to supervise larger plants. The Department of Labor can send you a booklet describing the exact requirements. I stopped tunning high pressure steam plants 20 years ago.
