Is the boiler connected in battery with another boiler? If so, the boilers may not be operating at the same pressure. If the boiler in question drops below header pressure, the non-return valve will "rattle" every time it opens back up. Sometimes, boilers in battery will shift the load back and forth, particularly if the load demand is low.
