Don't get sidetracked on eff claims (which are true, but are only part of the story) for electric boilers. Convert the kW to BTU for heat input to the electric boiler. Then determine the cost of electricity in BTU. Compare this with the cost of gas in BTU. Compare the $/BTU of these two heat sources, and allow for eff. Even at 100% eff (you won't get quite that with an electric boiler), I can't imagine too many locations or applications where an electric boiler would be cheaper to run than gas. I'd bet gas is cheaper by something like half.
